No in general. The only doc is README that describes changes between versions.

Yes. The official version comes with new docs.

Patches always update latest version, therefore if you want to update to 4.295
beta you have to have official version 4.20 installed.

This is official version of 4.20 for 4.10 users (eventually patched by beta
versions). Some not changed files therefore can be omitted.
