The standard (and legal) approach is to quote the headline
and a couple of short paragraphs to let people know what the article is
about.
Then add a link so that people can read the complete article if they wish
to.
This way the reader can see if he/she is interested without having to go
to the link to find out what is being discussed. The resulting message is
short but still contains useful information. The practice is fully
compatible with copyright laws.
And if you enclose the link between two <...> symbols, then the
email system will not break long links into multiple lines, which would
make them not work correctly.
I would encourage this list to adopt this as a standard as have many
other email lists...

Treasuries Gain After Economy Loses Jobs, Wage Inflation Slows
April 4 (Bloomberg) -- Treasuries rose, with 10-year notes gaining the
most in two weeks, after a government report showed the economy lost more
jobs last month than forecast and wages grew at the slowest pace in
almost two years.
The report reinforced speculation that the economy is in a recession
while also raising optimism that inflation may be slowing. The difference
in yields between 10-year notes and inflation-linked securities narrowed
to the least since March 26, suggesting concern about rising consumer
prices is easing.
