Since it was minuets you where probably filled 
on the way down at 3.10 then it traded to 2.90 then back up to 3.10 before 
the fill got reported back to you.  Unfortunately there is no way for your 
broker, or anyone else, to know in advance that the price will go lower then 
rebound.  I've tried to convince my broker to institute a "Buy on low" and 
"Sell on high" feature but so far he has refused.

  limit, and actually was filled.They charge $ 1.95 for a direct (with
