         This isn't new.  I've got a copy of Dr. Dobbs (computer 'zine) 
laying around here from 4--5 years ago wherein a writer complains that the 
Sun, MSFT, Oracles of the world only want to maintain the high rate of 
immigration of foreigners because they work more cheaply than native U.S. 
programmers.  Clyde Lee touched on this.

         Dell, I'm told, has outsourced (sounds like "winding down") most 
of its support to India. A former  IT chief for local telecom Q(w)erst, 
reportedly laid off highly paid IT staff and replaced them with people 
happy to work for less in the USA.  May have made a mention in a local 
paper.  The pay cuts probably thrilled Wall Street analysts.
