  I've long thought that we should abandon the trade embargo 
  on Iraq so the CIA could operate more effectively in the country.  I 
  think Saddam would have been long gone if we had enabled them to work more 
  effectively there.
   
  George Will had an interesting article several years 
  ago.  He proposed creating a new capitol city under the southern 
  "no-fly" zone.  Saddam would not be able to attack it.  The Iraqi 
  citizens would flock to it because it would thrive in trade.  It could 
  choke off oil money going to the north.  It could also serve as a base 
  for covert ops.  Seemed like an interesting idea.
