Wave,
I will and found the invert setting in snagit. One problem I see is when the
gif image one would take is smaller than the gif image one is copying,
meaning most image capture programs only capture what they see on the
screen. Any thoughts on how to overcome that?

When it changes the background it will also change the bars so that they are
visible.  Try it (or one of the screen capture programs - Hypersnap, SnagIt,
etc.), you'll like it.

reverse
  the background before printing.  There are a number of free programs

    I know that this will sound kind of dumb but when I get sent charts that
    are in black background and then try to print them they print with the
    background all in black just like they are sent
    Now for the dumb part , is there any way to have them print with a white
    background so they don't drain the printer cartridge very fast??
    I am sure that there must be some slick very easy way to do this but
    somehow it is eluding me at the moment
