Florida election statute section 101.62(7)(c): "With respect to marked
ballots mailed by absent qualified electors overseas, only those ballots
mailed with an APO, FPO, or foreign postmark shall be considered valid."
This has been the case in previous elections as well. The Republicans agree
with this. Joe Lieberman has recommended looking to see if these legally
disqualified ballots can be included anyway.

Florida law clearly stated that the only requirement for the armed services
overseas ballots was to be signed, dated, and received by 12 midnight on the
second friday after the election. There is absolutely no law requiring a
postmark of any kind on those ballots.
