I do not know if this has been mentioned, but there is a device that is
used as an entire building Surge Suppresser.

A few years ago I asked a friend who owns a Electrical Contracting house
about it and he gave me one. I think they are about $180. Cost me
perhaps $50 for a Electrician to install it. It installs at the D-Mark
where the Power comes into the meter. If I were to look for one, I'd
look into larger houses that supply to commercial buildings, where they
are more often used.

I have not had any power related problems do to spikes or the like since.

Along with the phone lines you may want the contractor to bundle in
Ethernet lines with outlets alongside the phone jacks.
