Regarding internet speedup progs, they are basically all the same.
I myself use checkit Netoptimizer, and yes it does speed things up
if you play with the settings long enough. I gained the most speed
with the following settings:
TTL:64
RWIN:10x
MTU:576
NDI cache:16
PMTU discovery:enabled
PMTU black hole:disabled

These settings may need to be tweaked depending on your IP.
The best way i've found to set them is is to find a downloadable file
on a stable ftp or website and run the "internet monitor" which shows
the kb/s but more importantly the average time to download 1 mb.
Optimize 1 variable at a time and keep re-downloading the same file
and recording the speeds. Reboot after each download until all variables
are optimized.
Another thing to try is edit the port settings of your win.ini file.
Choose RUN , SYSEDIT, scroll down to the PORTS section.
You will see something like this COM2=9600,n,8,1,x
Change it to read COM2=921600,n,8,1,p

This is usually good for a bit more speed.

If you want your modem to dial faster, go to modem properties in
the control panel, choose CONNECTION, choose the ADVANCED tab/button.
Under extra settings enter S11=40
