You should check your Windows 95 for Imager, which is a regular feature. The program is usually Windows/MSApps/MSImager, if it's there. It is also with MS Word.
This is a handy imaging program which brings up pictures and allows you to save as in different formats.
A three megabyte .jpg sounds like you have a problem- normally .jpg files are smaller than .gif files.
The order of size, from largest to smallest, is:
.bmp (large, not for internet transfer)
.gif (more compact, OK on internet)
.jpg (made for internet transfer)
There are also other modified versions of .jpg, which are even more compact.
If you don't have imager, try the shareware site for any small picture conversion software, like gifcom.
They are surprisingly small.
