Fat Tails; Pivot Points

I have two unrelated questions and if someone could help to answer them I
would be thankful.

First - What is meant by Fat Tails?

Second - What is meant by pivot point(s)?  Re: Pivot Point is it:

         By example:  A market goes from 60 to 75 and turns down to 50 so
75 is a pivot  point.      

            or 

         By example:  A bar is high 50 low 40 close 45 so the pivot point
is 45 which is 50 + 40 +  45  Div by 3 = 45.
