I just did the same this past weekend (replacing a faulty hard-disk) reloading Windows XP SP2, updating all drivers, etc., and TradeStation 8.1 Build 3159 works fine. I applied some indicators to a 100 tick chart of @ES to test it just now and see CPU usage well under 5% in the Task Manager.

Ideas: Did you flash the bios with the latest version? Some new driver versions might need that.

The support guy at Dell said to load the drivers in a particular order and reboot after loading each one. Here is the order he gave me:

  System:  Dell Notebook System Software Driver
  Chipset: Intel Mobile Chipset Driver
  Video:   Video Drivers
  Audio:   Audio Driver
  Network: Internet Controller Drivers
  Comms:   Modem Drivers
  Network: WiFi Drivers
  Input:   Touch pad Drivers
  BIOS:    Flash BIOS
  Other:   Applications then Patches to Applications

I have not yet tweeked XP for performance. This was the default installation.
