Assuming that you are an unfortunate soul with no access to
broadband services...

You might consider your phone company (or a local ISP) that
fills the void in your area.  My ISP is the local phone company who
(very wisely) outsourced ISP management to Yahoo, which does a fine
job.  I think they offer dialup for $12.99/mo.

If there is anyone left investing $$$ into their dialup
infrastructures in an age of cheap broadband, it will be in areas where DSL/cable/wireless is
impractical or unavailable.
