ascii data manipulation utilities?

Are there any utilities available to do stuff like:

shift time stamps
convert 1 minute data to longer time frames, maybe by writing out from TS
chart

I can shift time stamps on smaller files in word or excel, but this doesn't
really work for huge historical 1 minute files.  I need to get my time
stamps shifted as it is a real pain in the ass and is causing me problems.
