Kinda of like your server is slowing down the information highway, "Were
giving you a ticket ".  Or the inspection sticker on your firewall is out of
date , another ticket. Or maybe if their was a toll they had to pay on UPD
packets
they would be charged too much to let this happen.

The bureaucrats would just luv you.
