One of the virtues of our Constitution is it is alive and subject to
amendments depending on need. The current administration is approaching
this terrorist war with thinking of the 4th dimension. Did you hear what C.
Powell said about the potential involvement of an Islamic Tribunal? It
isn't beyond consideration. I don't believe anything is beyond
consideration in dealing with any of the particulars of this war.
