How to generate e-mail from TS2K

I would like to send alerts to my cell phone, which can receive text messages.
Could someone point me to the ELA code that will do that?
In TS2K: File, Desktop Options, Messaging, Test Message works.
Do I need WinBeep? What does WinBeep do exactly?
