Both of these programs are free and I believe available for several
platforms.  I also believe that there are Usenet newsgroups devoted to
both.

I tried Scilab two years ago and I must say it was impressive.  If one
does not need Simulink or the extensive toolboxes of matlab (CDMA,
Communications, etc. - which many traders won't), Scilab or even Octave
can provide an effective alternative to Matlab.
