Outlook has an optional patch that will block access to .exe, .vbs and
other files that might contain a virus.   That is if the patch is
applied and you open an e-mail with such an attachment, the attachment
is permanently blocked from your system.

You can also use your firewall to enable just pop3 and smtp for your
e-mail program.  That way Links normally executed automatically in
HTML e-mails will not be executed.

(I sent a similar e-mail previously but apparently my ISP didn't send
it.)
