EL DLLs loaded and unloaded for each bar?

Another member on this list mentioned he thought he had read somewhere that
Tradestation loads and unloads an EL dll for every bar.  That  is a custom
DLL is loaded and unloaded for each bar therefor any dialogs or other
constructs created in the DLL are destroyed after each bar.  Can someone
confirm this?  It would seem to me that this would be incredibly
inneficient.  Once the dll was loaded into the TS address space, why not
just leave it there at least until the last bar on the chart.
