off topic: Win 2000 Dial-up question

Does anyone know a command line to have win 2000 dial a dial-up account?

The program Netoscope will run a command if it cannot reach a web site...so
if it cannot get there on dsl, then it runs  (dial up command) and the dial
up connection to  back up DSL is in place 30 seconds later.  This would be
really cheap and simple if it works.
