The following is what I got from Omega.  Have not followed up yet.
Will do so this evening when I have time to fight the battle.

Dear Mr. Lee,

You will need to empty your Windows temp directory in order to run the
installation.  Here are the steps on doing so.

1. Click the Start | Find | File or Folders menu sequence.
2. In the Named edit box type *.TMP and under Look in: select the local
hard drive(s).
3. Place a check in the Include Subfolders checkbox and click Find Now.

4. When the search is complete, highlight all of the files and press
the Delete key on your keyboard.
5. Click Yes to the Confirm File Delete window. Some files can not be
deleted because they are in use, ignore those files.

Repeat steps 2-5, typing *.~MP and *._MP at the Named edit box.
Temporary
files for Windows 95/98 users will usually be found in the
C:\Windows\Temp
folder. Temporary files for Windows NT 4.0 users will usually be found
in
the C:\Temp folder.
