This is how I read the law are actually it was told to me by an attorney. 
Many people were leaving the US that had major estates to avoid inherence 
tax. The IRS said well if any American gives up their US citizenship to 
avoid paying taxes you can never return. So the 180 days might have been 
true once but no more. You can't get a pass port to return  to the US ever. 
But there are other ways other than major airports to get here.
