This trick should help.

Open Windows Explorer -> Tools Menu -> Folder Options ->
View tab -> select Show hidden files and folders -> OK

Then go to 
C:\Documents and Settings\<your-user-name>\Local Settings\Temp
and delete all temporary files. Note that drive letter may be 
other than C:\.

Reinstall the SP

This also happened to me with the sp4c downloaded from omega's web site.
And I have 1 Gig on that partition! I never got it to work even after
talking to omega tech . Omega sent me (next day!) the CD with sp4c on it
and it loaded ok.
