Is your "null" modem cable a complete null modem or does it only have the
Send, Receive, ground wires connected between both ends? I.e., does it have
the handshaking faked out or crossed to enable communication with the
Hardware communication option in the port options?

Does Dynastore hose the data out or does it facilitate hardware or software
handshaking? I.e., clear to send, request to send, dataset ready, data
terminal ready, or Xon/XOff.

Sounds like the MultiTech card is not letting the Dynastore port know that
"clear to send" is active.  Even though the cable works on the other ports,
it may be insufficiently wired for the MultiTech port.  Try setting both
ports to Xon/Xoff rather than hardware handshaking.
