The benefit of running TS4, or  ANY  16-bit app, in a separate memory space
(actually a separate NT virtual DOS machine) is that it provides much better
isolation from any other 16-bit apps you might be running - any problem or
hang in another 16-bit app will not affect TS if TS is running in a separate
NTVDM.  Of course, if you never, ever run any other 16-bit app while TS is
running, then it's a moot point.
