I've seen this as well on a 64MB, Win98 machine running TS build 23.
Because I'd recently upgraded to Win98 and added some other apps.,
I wasn't sure if it was the latest build23, or possibly an interaction
with Win98.  I checked Omega's summary of what was fixed in Build 24,
but didn't see anything relating to memory leaks, so had more/less
decided that the problem must lie elsewhere - however, based on your
note above, it seems that TS build 23 is the likely culprit.

What's the best Windows utility for displaying allocated system memory
and resources, and tracking them back to the program that allocated
them in the first place?
