That was my first reaction as well.  But as I think about it, what would be the
point of the OS as a separate company.   It seems to me (a near totally
uninformed observer) that that is the essense of MSFTs monopoly.  Iguess the
judge is praying that Gates and DOJ will work out a deal so that MSFT pays its
pound of flesh to the Clintonistas, spins off a few token businesses, gives
away some code and get on with business.
