Here is a comparison of the time to load the same identical Workspaces in
Service Pack 2 and Service Pack 3:

Service Pack 2:  38 seconds
Service Pack 3:  45 seconds

Difference            7 seconds

This is on Windows NT SP5.   The difference could reflect an increase in the
time to load data from the Global Server.
