The easiest way I found to do this was:

1. Copy your entire TS folder and subfolders to another disk that 
you aren't reformatting. (local or network)

2. Reinstall Windows

3. Reinstall TS and the subsequent Service Packs

4. Run TS and put in current password. Make sure that you can 
open a sample chart.

5. Close chart and exit TS.

6. Copy over the entire new TS directory with your old TS directory. 
(hold shift, move folder)

7. Windows will ask if you want to overwrite the folder. Hit "Yes to 
All"

8. Windows will now move all your old TS folders and subfolders 
over the new ones. This will replace your new install with all your 
old charts, indicators, etc.

By doing it this way, TS is registered with Windows like it should 
be but you still retain all your old settings.
