TS 4.0 Build 23 needs Build 21???

Omega are sending me the y2k patch on CD and tell me that it will load
straight onto build 19.6 without first having to go to build 21.  But I seem
to recall someone on the list saying that you DO need build 21 first.

Can anyone clarify?
