Try using Partition magic. It will allow you to convert from FAT32 to FAT
16. I would convert one partition to FAT16, Install NT and then use the
sysinternals utilities. Or if I had the time, I would use Partition magic
and convert all the FAT32 to FAT16 and then to NTFS for better reliability.
Alas, it is not free, but $50 bucks or so at my local Staples or Office
Max.
