Member firms plug in their own trading software into the CME's  TOPS (Trade
Order  Processing System) such as LEO.   TOPS therefore connects up the
brokerage, exchange and customer -  When Tops isn't functioning properly end
customers fills get delayed.

Its the CME's responsibility to make sure that TOPS functions 100%-
otherwise its like the lights going out at night time football matches - or
like on Friday when the Emini  just stopped trading for 7 minutes and there
was a 2-3 point difference in the last price of the mini {prior to the
breakdown} and the full s&p as it continued trading

We all pay Exchange fees, what do you suppose thats for ?  The CME has a
responsibility to provide and maintain a market and that includes 100%
reliability of TOPS every second of the trading day - and if they screw up
why should the CME or any Exchange be exempt from litigation and damages ?
