As NHbob has described, Matrox offers dual card capability under NT ( I run
4.0, SP 4). The Matrox website has a new FAQ in the Support section  which
gives details, but the bottom line is you must use similar cards with one
unified driver (be sure and get the latest driver  from their site, I found
the older ones woudn't work).

If I were doing it today, I'd get the new G400Max, a state of the art AGP
card that supports dual displays. You can buy it at  http://necxdirect.com
for  $215.00, or a regular G400 for $176.00. You can also get older
Millenium 8 MB PCI cards from http://www.compuvest.com   for  $59.00 each.
They have little 3D capability for games, etc., but the image quality is
superb across two 21" monitors.  The second display with a G400 card is
limited to 1280x1024. I believe two Millenium cards (the older ones or more
recent G200s) will support 1600x1200, but you'd better double check that if
it's important to you.
