In 2000i try going to View / Chart Options / and check Show empty intraday
trading periods.

And in both Ver4 and 2000i try hitting [Ctrl] [F5].

While I am still using v4.0 w/ Futuresource, I occasionally have this very
problem on intraday charts.  For some unknown reason, a chart just stops
updating with new ticks.  The workaround I found to work is to type in a new
symbol and then change the symbol back to the one I want.  For example if
RCLN9 chart stops updating, I change the symbol to RCLQ9 then back to RCLN9.
This has usually worked for me in the past.  Not sure if this applies to the
ts2000i version you are using.
