The key question is what really changes.
Discretionary traders tend to say that market keeps changing.
But what exactly changes? 
A 8 day stoch is no longer effective but at 24 day stoch now works.
And then later another number works.
This shifting of parameter values makes it appear discretionary is best
but not necessarily. However, those weighting schemes for shifting the
parameters cannot be a continous one 1,2,3,4, but should be a discrete one.
1,3,5,8,13.
