Can Matif locals use their terminals to trade CME contracts?

I remember seeing a post about Matif locals being able to access
CME contracts thru their Globex 2 terminals.
Can Matif locals use their terminals to trade CME contracts?
Are there any additional fees to be paid?
How are they?
