Unless you have a medium to large scale network I would not be running NT
Server (I'm a network administrator by day and I run an NT network which has
about 400 workstations attached to it).  If this is a home setup with only 2
-3 computers you can easily set up a peer-to-peer network in NT Workstation or
Windows 95 and save yourself the cost of an NT Server license.

In answer to your original question, yes, TS4 should run on NT Server.
