Like TV's, monitors are painted in layers rather than all at once. When you
watch a monitor on TV you are seeing the interleaving of the layers as they
are painted because TV's can not handle interleaving well. Monitors, where
possible, overcome the problem by using high refresh rates so the
interleaving is not seen. The reason you are seeing the interleaving is that
your card either does not support a high enough refresh rate to handle 1280
or you haven't selected a high enough refresh rate. Check your monitor
specs, they should tell you what refresh rate is needed for settings.
