The code for this system is in the public domain. It has been posted  many
times on this list / various magazines with slightly different variations. It
is the Value line system /Zweig system (read the book/articles & do your
homework)

(   MB has given the logic away. Try to write the code. )

Mutual fund timers use this as one of their tools. It is a channel breakout
(use % instead close). 

Transaction costs in a long term system are minimal. It is not normally used
with futures (except big accounts), but with index /mutual funds. 

Many newbies buy TS and expect to make a profit on every trade. They turn to
the Omega List for basic questions (answers  for which are in the manual /
help). They flood the list with questions about indicator vendors. This is my
own experience from the local Omega group in my city. 
They expect to be the like Sampras / Agassi , since they bought designer
titanium/graphite tennis racquets and shoes.
