Yep, it's a good way to shelter their obscene profits (creating departments
with no real purpose).  Read the book "Barbarians led by Bill Gates".  This
was a tatic employed by Microsoft early on .  Suddenly it's a business
expense that they can write off.

BTW, many of them are NOT worth their salt, just a warm body.
