Sounds more like a Pegasus configuration issue than a W95 dialer problem.  I
haven't used Pegasus, but other e-mail programs allow you to specify a
Winsock or Dialer icon name that you want it to dial when it launches--
ditto for Netscape and IE-4.
   
The fact that it is prompting you to reconnect, indicates that something
external of the W95 Dialer has broken the connection-- this normally occurs
when an ISP drops the line.  If the 30 second warning was coming from your
old Winsock dialer (and not Pegasus) and you want it back, you'll probably
need to re-install your old Winsock on the new machine.
       
W95 Dial-Up Networking has a feature that will disconnect a call if idle for
more than a user-set number of minutes, but I don't know if it gives a
warning before disconnecting.  To access this feature, go to Dial-Up
Networking & right-click the dialer Icon that you want.  Then: General >
Configure > Connection > Call Preferences > Click & set time to disconnect
