Adequate redundency is widely considered to be a cost of doing business when
providing essential services. I don't know how many sats PanAmSat has, but
reserving 10% of each sat's transponder capacity for backing up other sats would
seem to provide adequate catastrophic backup at small incremental cost.
Obviously, there are other factors which enter into the equation, such as
orientation, but nothing approaching 100% redundency is required when dealing
with multiple, dispersed units of service.
