Date/time of next bar DLL needed

Is anyone aware of a DLL to provide the date (and possibly also the
time) of the next bar?  I am aware that one can query for this inside a
system, but this doesn't work inside functions or indicators.  A
workaround is to use a global (eg. in Hashnums) to store the date in a
global & then retrieve it elsewhere - but this does require a system to
be active at the time and is not very elegant. Any suggestions?
