The best way of thinking about programming, regardless of development
platform is what will the individual be responsible for?   Here in the
insurance capitol (Hartford, CT), there are whole teams of programmers
(html, vb, c++…) that will command rates based on the level of
involvement.  At the lowest rate level ($35/hr) you find people who are
coding from specs handed to them, the rates go up, as the individual is
more involved, and responsible for project management, analysis, testing
cycle…
