Inputs       : xTime - time in 24 hour format.
               Minutes - amount to add/subtract to xTime. 

Sample Usage : 
  if (Time[0] > AddTime (Sess1StartTime, +30)) 
    then ...

Returns: Adjusted time in 24 hour format.
