Based upon 30+ years experience as a software developer and systems
consultant, I submit that the dollars thrown at software development have
far less bearing upon the quantity and quality of code produced than the
qualtiy of the system design effort, quality of project management, and the
discipline in quality assurance. In any but the very best managed projects,
a doubling of programming resources will result in very significantly
decreased productivity per hour of programming - maybe 25% overall increase
in output for 100% increase in money. Based on bug content and extended
development periods for incremental enhancements, I would surmise that
Omega's project management capabilities are inadequate. From all
appearances, the product was redesigned/rewritten for 3.5 and is again being
redesigned/rewritten for 5.0. Believe me, a 16-32 bit conversion should not
require years of effort and a redesign/rewrite of any system which was
properly designed. Major rewrites further extend schedules because the
process of finding and exterminating bugs must begin from scratch. To
summarize, without adequate skills to manage product development, the
development budget is no indication of probable results.
