This was discussed on the omega-list many months ago.  It is 
clearly an Omega bug, and, as I recall, Omega has even admitted
it is a bug introduced in fairly recent versions of the server, 
but I forget at which version it was introduced.

If you are running NT and essentially no other 16 bit apps, you can 
reduce the effect on your overall system by using the Task Manager
to reduce the priority of the NTVDM  system to "low".  It makes
a great difference in the performance of other applications running
at the same time without any noticeable changes in the performance
of the server or TS itself, at least not that I can perceive.
