I am Hitendra Vasudeo. You also appear on Your Stocks. CNBC India.
Your query should be as follows
CLOSE <= (Highest(HIGH)*0.70)
Since the market is up. You would not get stocks which are below 30% from
the highest or historical tops..
Security Name Close Highest (highest*0.70)
Jai Hind Synth 2.64 3.79 2.653
Jindalonline.com 0.62 0.9 0.63
Market Creators 1.9 2.79 1.953
Phytochem 2.55 3.7 2.59

First condition:

Lowest(C)<=0.7*Highest(C)
Second condition:

BarsSince(Lowest(C))<BarsSince(Highest(C))
AND the two conditions together and you should have
it...
