Yes, use 'Trendline by Angle' tool; right click line when
drawn, 'Properties' then enter the angle you want in 'Angle' box.
The 'Angle' line however will 'move' if price re-scales.
If you want a line as an Indicator with a start Date and Time, you
need to code something - sorry I can't provide that - ask again.
